S.D., San Marcos Elections

In the most wide-open, competitive San Diego City Council election in more than half a century, voters in four council districts will go to the polls today to select the finalists for seats being vacated by retiring incumbents.

Meanwhile, in San Marcos, voters will decide whether to build a $217-million trash-to-energy plant to process North County’s garbage--an issue viewed as having potential national ramifications.

The polls in San Diego will be open from 7 a.m. to 8 p.m. Voters uncertain of where to vote or who experience other Election Day problems can contact the county registrar of voters’ office at 565-5800 for assistance.

In San Marcos, the polls also open at 7 a.m. and close at 7 p.m. San Marcos voters can call the city clerk’s office at 744-4020 for assistance today.

Twenty-nine candidates, including two write-ins, are attempting to succeed retiring San Diego Councilman Bill Cleator in the 2nd District, Councilman William Jones in the 4th District, Councilman Mike Gotch in the 6th District and Councilwoman Celia Ballesteros in the 8th District. The top two vote-getters in each district primary will face each other in the citywide November election.

This year’s council election is the first since 1931 in which no incumbents sought reelection, city officials said.

Local election officials have forecast a 20% voter turnout.
