The National Basketball Assn.’s Competition and Rules Committee has approved a proposal that would fine players for committing unnecessary violent fouls up to $25,000. The proposal will be submitted to the league’s Board of Governors, which will meet Oct. 12 in Dallas. If the governors adopt it, it could be approved for the 1987-88 season.

Rod Thorn, the NBA’s director of operations, said at the league meetings in the City of Industry that the intent of the heavy fine would be to punish those who commit “brutal, violent, above-flagrant fouls.” It does not cover punching fouls, for which the top fine would remain $10,000, the most the league can presently fine a player for any foul.

The meetings produced little drama, which was no surprise. The overriding concern remains the collective bargaining agreement, which expired last June.
