Chief of Federal Highway Administration Quits Post

WASHINGTON —
President Reagan on Friday accepted the resignation of Ray A. Barnhart as federal highway administrator. Barnhart wrote to the President, saying that “it’s time to move on,” after seven years with the Federal Highway Administration.
