Local News in Brief : 2 Held in Abduction of Pacoima Boy, 4
A 4-year-old Pacoima boy, taken at gunpoint from his father’s home early Saturday in what police called a custody dispute, was reunited with his father later in the day. Police arrested two men on suspicion of kidnaping.
His mother brought the boy, Richard Lee Riggins II, into the Los Angeles Police Department’s Foothill Division station “in fine shape and unharmed” about 1:40 p.m., Lt. Robert Stemples said.
His father, Richard Lee Riggins, has legal custody of the boy, who was taken by two men from his home in the 10100 block of Laurel Canyon Boulevard at 3:30 a.m., Stemples said.
Police later arrested Kenneth D. Norman, 39, and James S. Russell, 36, and booked them on suspicion of kidnaping, Stemples said. They were held on $250,000 bail each.
The boy’s mother, Vickie Lee Riggins, who is Riggins’ ex-wife, was not arrested. The investigation is continuing, Stemples said.
