California Tax Refunds

I received my state tax refund; it is always welcome to get money at this time of the year. But I was startled by the statement from Davis.

That evening I spoke with my daughter, who teaches in a middle school in San Francisco. She is teaching a class in English as a Second Language in a room with only one chair (for teacher). Forty children sit on the floor . . . and there is no heat. Is this education California style?
