Friday is the deadline for candidates to file for the 40th Congressional District seat of Rep. Robert E. Badham (R--Newport Beach), who has announced that he is not running for reelection. A number of candidates have already filed in the heavily Republican district, with Irvine City Councilman C. David Baker receiving Badham’s endorsement. Among Baker’s opponents is Nathan Rosenberg, a Newport Beach businessman who opposed Badham in the 1986 primary.
