J.B. Tietz, 87, who filed the brief for and argued the case of conscientious objector Elliott Welsh II before the U.S. Supreme Court in 1970. An attorney who devoted his life to constitutional issues, Tietz was successful in persuading the high court that conscientious objectors can be excused from military service on ethical and moral grounds as well as religious ones.
