The Glendale City Council on Tuesday unanimously elected Carl W. Raggio to replace Councilwoman Ginger Bremberg in the largely ceremonial position of mayor.

Raggio, 59, who was elected to the five-member council three years ago, is the council’s newest member and has not yet served as mayor. The title is rotated annually among council members.

Bremberg, 62, a six-year member of the council, had completed her second term as mayor.

Raggio, an engineer at the Jet Propulsion Laboratory in La Canada Flintridge, was elevated to the post during a ceremony Tuesday attended by his wife, father, three children, three grandchildren and a number of friends.

Raggio, a 25-year resident of Glendale, said his goals are to increase cooperation with surrounding cities regarding transportation issues and management of the Burbank Airport.

Also on Tuesday, Raggio stepped down as chairman of the Glendale Redevelopment Agency. The council members, who also serve as agency commissioners, elected Jerold F. Milner as its new chairman.
