Alerted by a neighbor’s report of “something” being tortured, Long Beach police arrested two men for killing a puppy and skinning it on a kitchen floor, authorities said Friday.

A neighbor reported that a child or animal was being beaten in the house Thursday night, Lt. Stephen Bonswor said.

The neighbor “looked into the window and saw one man raising a club over his head and bringing it down, and they could hear something cry out in pain,” he said.
