The General Services Administration’s Board of Contract Appeals denied a bid by the U.S. Postal Service to reinstate a no-bid contract with H. Ross Perot. A three-judge panel of the board rejected a motion by the Postal Service to dismiss competitors’ protests against the contract on grounds that the board has no legal authority over the pact. The contract to increase postal efficiency was granted to Perot’s newly formed Perot Systems Corp.
