I note that Lave is an economist, yet he writes about environmental problems. Lave, regardless of his background and intelligence on economic matters, is not qualified to make judgments on environmental matters.
In fact, there have been international groups of scientists who have made studies in the Antarctic about the hole in the ozone layer over the Antarctic. They have done this for several years and have found that this hole has increased alarmingly. Unfortunately, in the physical world often when a trend begins it increases with acceleration. Therefore, it is not too early for us to become alarmed about depletion of the ozone layer.
