Some people heading for work in Modesto were confronted by a train that remained stalled across a street for almost two hours during morning rush hour because its crew had reached the maximum hours it could work legally. A Union Pacific spokesman confirmed that a Tidewater Southern freight stalled at the Standiford crossing east of Tully Road because of a communications mix-up over crews. One crew had worked the maximum 12 hours allowed under federal law, and another crew was not called soon enough to get to Modesto in time, said Ron Ahearn, manager of Union Pacific’s terminal operations in Stockton. Police said traffic was rerouted to other streets.
