The Soviet finance ministry has issued an order directing that the salaries of Soviet soccer players contracted out to foreign clubs should be no higher than that of an embassy administration officer but no lower than that of a janitor.

Vyacheslav Koloskov, head of the Soccer and Ice Hockey Administration of the U.S.S.R. Committee for Physical and Sport said in an interview with the Soviet weekly New Times: “An instruction issued by the Ministry of Finance of the U.S.S.R. says our soccer players’ pay in hard currency, should be no higher than an embassy superintendent’s but no lower than a janitor’s.”
