Joseph L. Flood has resigned as president of Pacific Energy Resources, a Los Angeles-based high-technology energy research, development and production company. Flood joined the company as president in September, 1988, replacing Thomas F. Bowers who resigned citing personal reasons. Flood also indicated that he was resigning for “personal reasons.” He said he would reopen his financial consulting firm.
