A controversial plan to introduce a compulsory membership system for British soccer fans was unveiled by Queen Elizabeth II and officials said it could spread to other sports afflicted by violence.

In her annual speech to Parliament, outlining the government’s workload for the next year, the Queen said that legislation will be proposed for a national membership format to control admission to soccer games.

Under the system, scheduled for implementation toward the end of next season, fans would only be able to enter soccer grounds by using a membership card. Fans who misbehave will lose their cards.
