Local News in Brief : Torrance Sets Density Limits

In an effort to decrease density, the Torrance City Council approved an emergency ordinance that sets stricter height and open-space requirements for two-unit developments.

The ordinance, which was passed unanimously Tuesday night and affects all projects in the city’s R-2 zones, lowers the height requirement from 35 feet to 27 feet, raises the amount of open space required on each lot from 33% to 50% and calls for a 500-cubic-feet lockable storage space in each residence.

The ordinance also requires two covered parking spaces per residence, one uncovered on-site space and an extra space for each additional 1,000 square feet of living space.

A developer who wishes to exceed the requirements has to apply for a special permit that needs Planning Commission approval, city officials said.

During the meeting, several builders and developers complained that the ordinance is too strict and will make designing new condominiums and apartments difficult.

After listening to the complaints, the council indicated that it will study the effects of the ordinance and consider amending it.

The council also exempted from the requirements about 60 projects that are in the process of getting permits.
