Brian Haynes of Torrance is one of 350 high school juniors and seniors from across the country who participated recently in the Fall 1988 National Young leaders Conference. Haynes, 15, was selected as a Congressional Scholar because of his academic achievement, leadership and citizenship. He is a senior at Bishop Montgomery High School in Torrance.

Arthritis Foundation volunteer Carol Anderson was awarded a plaque for her leadership in the Harbor City “Members of Arthritics for Self-Help” (MASH).

More than $700 in prizes and ribbon awards were won by local artists at a reception hosted by Pacific Art Guild at the Westchester Municipal Building. First-place winners in each category are: Robert Chevron, Best of Show, for his watercolor painting; Tyrone Whitmore, acrylics; Louis Zukor, watercolor, and Bonnita Budysz, mixed media.

Father Michael Lenihan, pastor of St. Lawrence Martyr Parish in Redondo Beach, has been elevated to the rank of monsignor in a special ceremony officiated by Bishop Carl Fisher. Lenihan, born 62 years ago in Ireland, has been a priest for 36 years and at St. Lawrence Martyr since 1981.

Los Angeles Superior Court Judge Billy G. Mills has been named president of the board of directors of the Beach Cities Symphony Assn. Mills was appointed to the bench in 1974, and is chairman of the Volunteers of America in Los Angeles and the Boy Scouts of America, Hollywood-Wilshire District.

Rancho Palos Verdes Mayor Jacki Bacharach has been presented the Public Official Award by the Association for Commuter Transportation for her efforts to promote ride-sharing. She also was appointed vice chairwoman of the League of California Cities Transportation and Public Works Committee.

Robert W. Zinn has been named campaign chairman for the United Way Harbor/Southeast Region. Zinn is president and chief executive officer of Crown/BBK of Cerritos, a food brokerage firm.

Three South Bay high school seniors are finalists in the Music Center of Los Angeles’ WinterFest Spotlight Award Competition, sponsored by the Telesis Foundation and presented by the Music Center and the Music Center Education Division. Competing in the drama category are Douglas Robbins Addison and Russell E. Bell, seniors at San Pedro High School. Janice Patrion Hudson, a Carson resident and a senior at Los Angeles County High School for the Arts, will compete in the vocal category. The three will be among 10 finalists competing before a panel of celebrity judges. Four winners will each receive a $5,000 scholarship, underwritten by Johnny Carson, and a Spotlight Award sculpture designed by artist William Crutchfield. The competition will be held in the Dorothy Chandler Pavilion of the Music Center, at 7:30 p.m., Monday, Dec. 5. Tickets are $7.50 and $5. Call 972-7211.
