Donald Vial, 65, state director of Industrial Relations under former Gov. Edmund G. Brown Jr., was appointed to the state Fair Political Practices Commission by Atty. Gen. John K. Van de Kamp. Vial, a Democrat and former Brown appointee to the California Public Utilities Commission, will succeed Stanley M. Roden on the political watchdog board. Appointments to the commission are made by the governor, secretary of state, state controller and attorney general.
