A bill headed for the Oklahoma Senate floor would make it potentially expensive for athletic boosters to bring down National Collegiate Athletic Assn. sanctions on their schools.

The measure by Republican Sen. Frank Rhodes says that anyone who violates or induces someone else to violate any rule of the NCAA will be liable for actual damages incurred by the university.

Both the University of Oklahoma and Oklahoma State University football programs are under NCAA sanctions for recruiting violations, some relating to boosters.
