Describing San Diego City Councilwoman Gloria McColl’s record as “a pattern of uncaring” for her district, real-estate agent John Hartley announced Thursday that he will oppose McColl in this fall’s 3rd District council race.

Speaking at a fund-raiser at a Balboa Park hotel, Hartley, a longtime Normal Heights community activist who ran unsuccessfully against McColl in 1983, argued that McColl has failed to meet critical 3rd District needs during her six years at City Hall.

He charged that McColl’s well-publicized efforts to rid El Cajon Boulevard of prostitution have been ineffectual political hype and that she has failed to do enough to ensure adequate “cut and cover” landscaping over a proposed extension of I-15 through Normal Heights and City Heights.

Outlining his chief priorities, Hartley said that, if elected, he would push for the allocation of more police to neighborhood patrols, improved youth job and training programs and increased clout for neighborhood planning groups at City Hall.

Hartley was a leader in a successful proposition campaign last November in which San Diego voters approved district-only council races, replacing the former system of district primaries and citywide runoffs.
