Los Angeles police on Wednesday arrested a 10th suspect in the August slaying of four people--including a toddler--at a heavily fortified Lake View Terrace “rock house.”

Police spotted Anthony Arceneaux, 19, in the 12800 block of Branford Street in Pacoima about 3:30 p.m. and chased him into a nearby apartment complex, Detective Jim Vojtecky said.

After surrounding the complex, police found Arceneaux inside an apartment, Vojtecky said.

Arceneaux is being held without bail at the Foothill Division jail on suspicion of murder and attempted murder. He is to be arraigned today in San Fernando Municipal Court.

Eight other suspects are in custody on charges ranging from multiple counts of murder to attempted murder in the Aug. 28 quadruple slaying. A ninth suspect was granted immunity from prosecution for information leading to arrests in the case. And another suspect, identified as John Preston Settle, 28, is still being sought, Vojtecky said.

Andre Louis Armstrong, 31, and James Brown, 43, both of Pacoima, were killed by shotgun blasts inside the house in the 11400 block of Wheeler Avenue. Lorretha Anderson English, 24, of Seaside and her 28-month-old daughter, Chemise, were hit by gunfire while sitting in their car in front of the house.

The killings resulted from a power struggle within a drug organization that controlled cocaine sales across the northeast Valley, police said.
