Former Inmate Seeks Ballot Measure
A former inmate of the Vista jail asked the County Board of Supervisors on Tuesday to place on the ballot a proposition that would give a citizens review board oversight of the Sheriff’s Department.
Judy Hejduk, 42, an Encinitas resident who spent 12 hours at the Vista jail on suspicion of drunk driving in 1985, claimed she was “physically broken and emotionally scarred” during her stay there.
“In view of findings by the grand jury . . . having the sheriff’s office police itself is not enough,” she told the supervisors.
In May, the San Diego County Grand Jury charged that sheriff’s deputies beat inmates and that department officials covered up the assaults.
At Supervisor Susan Golding’s request, Chief Administrative Officer Norman Hickey will study Hejduk’s request and report back to the board later this summer.
