Buena Park : Man Runs From Police Traffic Stop, Is Shot

A Fullerton man who bolted after being stopped for a minor traffic violation Friday afternoon was shot in the hand by police as he fled and was then jailed on a felony warrant from Kansas, police said.

A Buena Park police officer stopped a blue pickup truck in a residential area at Gardenia Drive and Gladiola Circle, but its 17-year-old driver and Terry A. Effinger, 18, its passenger, ran in opposite directions, according to Officer Rich McMillen, the department’s public information officer.

A passing Cypress motorcycle officer was asked to help, and while chasing Effinger fired one shot, striking Effinger’s right hand, McMillen said. Effinger was later apprehended in the back yard of a nearby residence.

Effinger was taken to a local hospital for treatment of the gunshot wound, according to McMillen, who said a check of records showed that he was wanted in Kansas on an aggravated assault warrant.

McMillen said the juvenile was found in a nearby carport and apprehended unharmed, McMillen said. He was arrested on suspicion of probation violation and was taken to Juvenile Hall.

McMillen said it was unknown whether the two suspects had been armed.
