Organizers of “Festival of Britain, Orange County 1990,” a retail promotion/arts festival to take place at South Coast Plaza in Costa Mesa next fall, are looking for someone to replace Kevin E. Consey as co-chairman of the committee organizing the arts component. Consey is leaving his job as director of the Newport Harbor Art Museum around Nov. 15 to become director of the Museum of Contemporary Art in Chicago. About 200 arts and educational organizations have been sent festival applications; decisions are expected by Nov. 1.
