A former Cardiff resident was arrested Thursday in connection with “boiler room” operations in Phoenix and San Diego, an FBI spokesman said.
Clifford Floyd Ballard, 45, was arrested Tuesday in Encinitas, Special Agent Thomas Hughes said. Hughes described a boiler room as an enterprise that sells products or investments fraudulently over the telephone.
When arrested, Ballard was driving a car reported stolen in Las Vegas, Hughes said. Ballard was indicted Sept. 13 by a federal grand jury in Phoenix on 12 counts of wire fraud, one count of mail fraud and two counts of misuse of a Social Security number, he said.
