ORANGE : Council Ponders Housing Authority

The City Council is considering forming a city housing authority that could buy property from owners who repeatedly violate building codes, Mayor Don E. Smith said at a council meeting Tuesday.

“You have the opportunity to do something historic,” Orange resident Dore Teichman, 38, told the panel. Teichman also suggested that the council impose fines “that hurt” whenever an owner violates the city’s building code.

Teichman, who lives across the street from the Hoover-Wilson Apartments, also asked the council to declare that complex blighted so its owner could qualify for federal rehabilitation funding.

Smith said the Police Department has increased its surveillance in the Hoover-Wilson area and other parts of the city.
