New School Board Member Seated
After eight years on the South Bay Unified High School District Board of Trustees, Noel Palm will give up his seat Monday to Manhattan Beach engineer James Duffy.
Palm, whose term expires this year, did not file for re-election and was automatically replaced by Duffy, who was the only candidate for the open seat.
Two other incumbents, Tom Downs and Lyn Flory, filed for re-election and ran unopposed. They, too, were automatically seated. By state law, when the number of qualified nominees for a school board does not exceed the number of open seats, the nominees are automatically seated.
Duffy is a former chairman of the school district’s Citizen Advisory Committee and has served on city commissions in Manhattan Beach.
Palm was a Manhattan Beach City School District trustee before being elected to the South Bay Union school board.
