Police agreed to pay compensation they said could top $80 million to relatives of 95 Liverpool soccer fans crushed to death at Hillsborough Stadium last April.

But they stressed that the payout, which will settle most of the 1,000 claims by the bereaved and injured, was not an admission of liability for Britain’s worst sports tragedy, which was caused by fans being forced against fences as latecomers surged into the stadium.
