CLEAN QUANDARY: While the 1990s are likely to be a time of slow and steady economic growth for Orange County (D1), the South Coast Air Quality Management District’s decade-long clean air plan could put a crimp in the works. . . . Chapman College economics professor Donald R. Booth says the plan’s call for balancing housing and jobs might not be welcomed by the county. . . .
