Board of Public Works Elects New President

The Los Angeles Board of Public Works elected Commissioner Steve Harrington on Friday as its new president, replacing Ed Avila, who resigned to become deputy mayor.

Harrington, a 37-year veteran of the U.S. Navy who was appointed by Mayor Tom Bradley to the board in 1984, said he hoped to be able to follow in Avila’s footsteps and continue the departing president’s “outstanding job.” During his six years on the board, Harrington has dealt primarily with personal and labor relations, overseeing grievance hearings and affirmative-action plans.

Harrington, 63, was president of Local 11 of the International Brotherhood of Electrical Workers from 1976 to 1987.
