Steven L. Dorsey, city attorney for San Marino and South El Monte, has been elected president of the City Attorneys Department of the League of California Cities. The department includes attorneys who represent cities throughout the state. The league is an organization of 455 cities that represents the interests of municipalities before the state Legislature.

Patricia Rasmussen of Glendora, director of development at Citrus College, has been elected president of the Network of California Community College Foundations. The 40-member network offers training and assistance to development professionals at community colleges.

Jim Kelly, a South El Monte city councilman, has been elected president of the board of directors of Mid-Valley Community Mental Health Council. The council is a charitable organization managed by the cities of Baldwin Park, Bradbury, Duarte, El Monte, La Puente, South El Monte and West Covina. The agency, with offices in Baldwin Park, El Monte and South El Monte, provides professional services for drug abusers, the mentally ill, juvenile delinquents and child abuse victims.

Paul Jennings, professor of civil engineering and applied mechanics at Caltech, has been named vice president and provost of the institute. He will be responsible for all day-to-day academic affairs related to Caltech’s teaching and research programs.

Dr. George Gamboa has been elected president of the San Gabriel/Pomona Valleys Unit of the American Cancer Society. Gamboa is an oral-maxillofacial surgeon with a practice in San Gabriel.

Dr. Marshall Jerome Spector of San Gabriel has been elected president of the medical staff of Huntington Memorial Hospital in Pasadena. He is a clinical associate professor of pediatrics at County-USC Medical Center.

Gisselle Acevedo Franco of Monrovia has been named to the county Commission on Disabilities. Franco, an attorney, is a clients’ rights advocate at the Eastern Los Angeles Regional Center for the Developmentally Disabled.
