HEALTH BUCKS: With the state set to dole out $20 million in belated family planning funds, Planned Parenthood is preparing to open a fifth Orange County clinic. . . . The Feb. 15 opening of the La Habra clinic on Harbor Boulevard will bring services to the North County area for the first time since an Anaheim center closed last summer. . . . The money means “all low-income women (across the county) will have access to family planning and cancer screening,” said Margie Fites-Seigle, of the agency.
