HIGH TICKETS: Deregulation equaled lower ticket prices for most U.S. air travelers, say federal transportation officials (D2), but air fares from Orange County have nearly doubled in the last decade. . . . At John Wayne Airport, average one-way fares jumped from $74 in 1980 to $144 in 1988, according to the Air Transport Assn. of America. . . . Airport spokeswoman Jan Mittermeier predicts more competitive fares when the new terminal opens this fall and the current 4.75-million cap on passengers rises to 8.4 million.
