The Houston Turf Club, spurned in its bid to win a license to build a horse racing track in Harris County, filed a $1-billion federal lawsuit against several top state officials and private individuals, alleging that they conspired to control the potentially lucrative racing industry in Texas.
The suit names more than 20 defendants, including the entire Texas Racing Commission, Gov. Bill Clements and Attorney General Jim Mattox.
