We already house the largest concentration of inmates in the United States.

We’re talking about the (County) Jail downtown with over 9,000 inmates, the 1,200-bed facility just built for the federal building and then the men’s city jail.

These are people that are in jail for different crimes. The one that is the most difficult to deal with is the crime associated with drugs. Just recently, you have a problem where the jail downtown was closed because of the drug problem. They had to close visitation rights, because people are bringing too many drugs to the community.

There are too many escapes, and the first community that they hit is East Los Angeles, because we are surrounding this particular district. There have been instances where the community has actually been alerted after the escapee has been trapped inside of a school. In San Antonio de Paza, for instance, there was an escapee from the that actually jumped a fence into the schoolyard while kids were playing, and the Sheriff’s Department came. We are already experiencing too many of these incidents to not let things go.
