Large increases were the rule in the number of seat belt and child safety seat violations issued in the three California Highway Patrol jurisdictions in Orange County between 1988 and 1989. Throughout the county the percentage increases were higher than the statewide figures for both types of violation. These figures include only the citations given by the CHP and not the ones issued by local police enforcement officers.
