IN THE RED: Caltrans says Orange County has the state’s two worst cost overruns on new highway projects. . . . Topping the list is a section of the Santa Ana Freeway widening project, now $127 million over the estimate of $93 million. The Santa Ana and Costa Mesa freeways’ interchange, now up $54 million over the original $46.4 million, holds second place. Delayed land purchases and soaring real estate prices get the official blame.
