In reference to “Decision on Global Warming and Ozone Show 2 Sides of Bush,” Part A, July 11:

On the contrary, the summit revealed his ability to talk out of both sides of his mouth at the same time. (He has trouble with his lips.)

William K. Reilly, his weakened Environmental Protection Agency chief, was conspicuously absent from the summit. However, President Bush’s intractable chief of staff John H. Sununu and Secretary of State James Baker prevailed in the tug-of-war between environmentalists and political and economic interests.
