PORT HUENEME : Accused Kidnaper’s Bail Set at $1 Million

Bail for a Port Hueneme man accused of kidnaping and sexually assaulting his housemate and her 7-year-old daughter was set Monday at $1 million.

Justo Dungca, 34, is charged by the Ventura County district attorney’s office with kidnaping, child molestation and attempted murder of the child, and kidnaping and sexual battery of the mother.

Justice of the Peace James Bixler presided over the bail hearing in Las Vegas, where Dungca was arrested July 20. He is being held there in the Clark County Detention Center.

Dungca is scheduled to appear within the next week in Clark County District Court to say whether he will waive extradition. He has told jail authorities that he will not, said Deputy Dist. Atty. Chris Owen of Clark County.

If Dungca fights extradition, Ventura County authorities will have 30 days to apply to the Nevada governor for extradition, Owen said.

On July 19, authorities said, Dungca bound and gagged the woman and her little girl in his bedroom, where he sexually assaulted the mother.

Hours later, he forced them to drive with him to Anaheim, where the woman escaped but was unable to free her daughter, authorities said.

Dungca was found the next day in Las Vegas, where he was trying to sell the woman’s car, said Lt. Greg Jolley of the Las Vegas Metropolitan Police Department.

As police approached him, Dungca caught the girl in a stranglehold and later banged her head against the floor before officers could rescue her, Jolley said.

Investigators would not disclose details of the alleged molestation. The child has been reunited with her mother.
