Festival No Show: Runa Pacha, the six-member music ensemble from the Otalvo plateau in Ecuador has declined invitation to perform on Los Angeles Festival programs Sept. 8-16, program director Claire Peeps announced Wednesday. The group, whose name means “Indian World,” was tentatively scheduled on programs in Sunset Canyon, Griffith Park, Cal Plaza and Descanso Gardens.
