Pay Hikes in State Are Flat: California companies are giving raises in 1990 roughly equal to those paid last year, according to a survey of 264 employers by William M. Mercer Inc., a compensation consultant. Budgeted increases for executives are averaging 5.8%, compared to 5.6% for salaried employees, 5.4% for non-union hourly workers and 4.4% for union members. All are within 0.1 percentage point of the actual company pay raises last year.
