The linebacker situation got worse in Buffalo and better in Phoenix on Monday.

The Bills, who are missing starter Shane Conlan because of a holdout, lost regular Darryl Talley indefinitely because of arthroscopic knee surgery.

Meanwhile, Phoenix reached contract terms with starter Anthony Bell, a four-year starter who had a career-high 115 tackles last season. Bell held out for 29 days.

Talley damaged cartilage in his right knee during Buffalo’s 24-13 loss to Detroit on Friday.

“We were told it wasn’t complicated and he’d be able to begin working out after two weeks and be able to play in three weeks,” Coach Marv Levy said. “That’s the most optimistic projection.”

Also, offensive lineman Houston Hoover ended his holdout with the Atlanta Falcons and agreed to a series of three one-year contracts.

Bob Stabe, a Harris County, Tex., prosecutor, said he could seek an arrest warrant against Johnny Bailey if the Chicago Bear rookie running back does not resolve outstanding probation fines and fees stemming from a 1986 drug conviction.

Bailey, a ninth-round draft pick by the Bears after starring at NCAA Division II Texas A&I; University, is accused of failing to pay about $1,400 in probation fines and fees over the past four years.

Bailey, college football’s all-time leading rusher, also has failed to report to a probation officer seven times in the past three years, violating terms of an agreement after a cocaine arrest in 1986, authorities said.
