Building Code Violator, a Fugitive 5 Years, Arrested

A man who fled five years ago after being convicted of violating Los Angeles city building codes has been arrested at his home in San Bernardino County, prosecutors said.
Tofi Stephen, 63, was taken into custody at his Rancho Cucamonga residence by San Bernardino County marshals after being tracked down by an investigator with the Los Angeles city attorney’s office, officials said.
Stephen was ordered in 1985 to pay $5,326 in fines and penalties after pleading guilty to eight violations of various city codes at a four-story apartment building he owned at 124 W. 22nd St. He paid only $300 of the fine and twice failed to appear in court.
