PUC Delays Toll Service Ruling: The California Public Utilities Commission, saying it needed more information, requested more public comment on a plan to allow long distance telephone carriers to compete with local phone companies in providing local toll service. Such a decision to boost competition could lower rates and primarily affect Pacific Bell and GTE California.
