TUSTIN : City to Air Concerns About OCTC Report

Proposals included in a county study of how to improve commuter rail service between Oceanside and Los Angeles have raised concerns about environmental effects on Tustin.

“There are a number of recommendations that could have potential environmental effect on the city,” said Christine Shingleton, director of community development.

The City Council on Monday night authorized the city manager to notify the Orange County Transportation Commission of the city’s concerns about the preliminary report.

The report suggests building new stops in Tustin, Buena Park, Irvine, Mission Viejo and San Clemente. Although the report identifies three northern Irvine alternatives to the Tustin station, the Tustin site is recommended. Irvine has begun lobbying Tustin for a commitment on the Tustin site, but OCTC representatives have not contacted them, Tustin officials said. The site in question has been sold to a developer, who is expected to submit plans soon.

“No site within the jurisdiction of Tustin should be identified in the final report as an OCTC recommendation without concurrence by the city of Tustin,” said Shingleton in a report to the City Council.

City officials said they also want the commission to study the environmental effects of the following alternatives included in the report: adding nine trains between Oceanside and Los Angeles by 1995 and increasing train speed by 10%.
