UP & DOWN: Although Orange County students’ attendance at public institutions of higher education dipped from 1988 to 1989, above, the dip has now been reversed, officials say. Community colleges in the county are doing well, reflecting a statewide trend, with most enrollments growing beyond what the state will fund. Registration is also up for the Cal State system statewide, including Cal State Fullerton, a spokeswoman says.
