FILLMORE : Contracts Offered for Teachers, Aides

Fillmore Unified School District management presented contract proposals for teachers and classroom aides to the Board of Trustees during Tuesday’s regular meeting. Assistant Supt. Robert Kernen said the proposals are essentially the same as last year’s, with some minor technical changes.

The district documents differ on a variety of contract issues from proposals for 1990-91 submitted separately by teachers and aides.

Last month, Fillmore’s 156 teachers requested a 7% cost-of-living adjustment, increased compensation for assignments lasting longer than the regular teaching day and removal of a cap on health care premiums. The district pays for health coverage, but due to rising premiums, teachers may have to cover some costs next year if the cap is not removed.

The teachers’ proposal also includes Medicare coverage for teachers hired before 1986, with premiums paid retroactive to 1987, at a cost to the district of about $300,000. By law, Fillmore Unified already pays a share of this coverage for teachers hired after 1986.

Contract adjustments proposed by teacher aides were presented Monday night. Included were a 5% pay increase, removal of the cap on health insurance premiums and pay changes for duties that fall outside the aides’ assigned area of responsibility. Aides have also requested changes in the guidelines on leaves, transfers and promotions.

Negotiations will begin after a public hearing at the board’s meeting Dec. 18, Kernen said.
