OJAI : City Wants Seat on Annexation Panel

The Ojai City Council is seeking a seat on the county commission that approves municipal boundaries at the same time the city is considering annexing more land.

Mayor Nina Shelley said the council’s nomination of Councilman Robert McKinney to the Ventura County Local Agency Formation Commission is its third try for a seat since the commission formed in 1963.

Shelley said Ojai has the distinction of being the only city in the county that has not been represented on the commission, except for Moorpark, which incorporated in 1982.

The council unsuccessfully nominated members to fill commission vacancies in 1987 and 1989.

The Local Agency Formation Commission is empowered by state law to review, approve or deny boundaries and spheres of influence for cities.

It is made up of two city representatives chosen by the mayors of the 10 cities in Ventura County, two supervisors appointed by the County Board of Supervisors and a public member selected by the other commissioners.

Simi Valley Councilwoman Vicky Howard’s election to the Board of Supervisors will create a vacancy in January. Her term runs through May 5.

The selection committee will meet Jan. 8 to appoint Howard’s replacement.

Last week, the Ojai City Council unanimously agreed to study the financial aspects of annexing surrounding areas to form a valleywide city.
