1990 in Review : Baldwin Hills : Petition Drive Starts for Gated Community

The Baldwin Hills Estate Homeowners Assn. will begin circulating a petition seeking support for a plan to gate the community of 1,000 residents. Earlier this year, the association sponsored a ballot on the issue of the gates that was approved by residents by a vote of 423 to 121.

Joe Gardner, the association president, said city engineers informed the group that they needed signed petitions bearing the names of a significant majority of the residents before the group could proceed with the plan.

The association proposed the gates, expected to cost an estimated $225,000, as a means of deterring vandals, burglars and the curious who have taken to wandering into the isolated hillside community since a fire devastated much of the area five years ago.

If approved, Gardner said, the neighborhood would have to provide its own street and lighting maintenance--the cost of which has yet to be determined.

The decision is now up to the residents, Gardner said.
