Horse-Keeping Facilities Mandated

The Rolling Hills City Council on Monday introduced an ordinance that will require homeowners to designate at least 1,000 square feet of their property for horse-keeping facilities.

The measure would be enforced on new construction as well as existing property should the owners seek building permits for renovations or additions. Even if property owners do not keep horses, they must set aside the land.

Under the ordinance, new stables must be at least 450 square feet and the adjoining corral 550 square feet. The ordinance replaces another measure that required a minimum of 200 square feet for a stable but did not address minimum square footage for corrals.

The zoning change was made to maintain the equestrian flavor of the exclusive, gated community, city officials said.

Mayor Pro Tem Godfrey Pernell said horses make Rolling Hills “unique . . . I think the fact that this was started as a horse community has to be appreciated.”

The new measure, if adopted as expected at the next council meeting, will become effective Feb. 28.
